Vacuum port question?

On the front top of the passenger side valve cover there is a electrial connection and 2 vacuum ports. On my car there is only one hose connected to the ports, the other has a clip on it like it would hold a vacuum line on the port. Is there suppost to be a line on both ports? If so, where does the open port line go? Thanks

That is the waste gate selinoid .... only 1 port is connected with a hose

The second port with the clips had a wastegate solenoid filter on it.
