Vacuum hose check please.

In the wire/vacuum hose loom coming from the firewall on the passenger side, i have 2 vacuum lines coming out but one is cut short with a cap on it. Is this factory or has someone before me messed with it? Can somebody check their car for me? The end of that loom is right above the back of the passenger side valve cover.

Thanks guys! I thought it might be since my car is only 30,000 miles and bone stock, but it seemed odd to do that from the factory (or PAS).
