HVAC control problem

When the heater/ac control is placed in a position that should move air through the dash vents the air does not come out. There is good flow through the defrost duct and also through the floor vents. I have not worked on this third gen set up. Do these use electric to open and close doors? Is vaccum used (second gen)? Any experience or direction to go appreciated.
